Contracts for both the design and construction of the hurricane surge protection for the Lake Pontchartrain and Vicinity Hurricane Protection Project belongs to the U.S. Army Corps of Engineers. This is mandated via the Flood Control of 1965 and remains in place today. Work for flood-related assets contracted out to private industries was controlled by Corps.
